Mead's 1999 Nebraska Community Improvement Program SubmissionCommunity: Mead Name of Project: Mead Development Corporation - Expand Available Housing Project Coordinator: Scott Selko, Bank of Mead; Bob Hannan, President Mead Development Project Time Schedule: ongoing Date began: 1994 Date completed: On going Volunteer hours: 250 hours Number of Volunteers: 20 Age Range: 10 - 70 Goal Statement: To develop the number of available suitable building lots in the community. Encourage housing growth. Connection of Project to Community Goals: Housing has been an issue at each town hall meeting (March 1994, February 1995, & May 1996.) Both the initial Community Attitude Survey (November 1993) and the Housing Survey (April 1995) identified a need and desire for more housing in the community. The updated Comprehensive Plan also established expanded housing availability as a community goal. The Town Board has continued to support the efforts of the Mead Development Corporation. This project has been included in each NCIP report book because it has been able to sustain continued growth. Project Summary and Goal Attainment: The First Development: The Mead Development Corporation was formed in May 1994 to raise capital to develop housing in Mead. Stock was sold at $25 per share and that capital allowed the corporation to purchase and develop a 3.3 acre piece of ground south of Mead Elementary School. The School Board had identified the land as surplus and placed protective covenants on the land to insure homes that were compatible with the surrounding homes were built on the land. Mead Development purchased the land at public auction. The first lot sold in May 1996 and the last lot sold in November 1997. Three single family homes and a duplex / townhouse have been built to date. To help the contractor sell or lease the duplex (something new for Mead housing), a web page has been designed complete with photo of the new home and specific information regarding it. The Second Development: Directors entered into a purchase agreement on a second tract of land north of the elementary school. The sale was completed in November 1997. Protective covenants were attached to the property identifying size and construction requirements for the new lots. A subdivision agreement was accepted by the Village Board of Trustees. July 1998 brought the final plat approval by the Planning Commission and Town Board. Bid packages were sent to various contractors for the infrastructure work.While the first subdivision created six lots, the second development will allow for the building of ten single family or duplexes and two small apartments on the east side of the property. There are 12 lots total on the new subdivision. Careful consideration to given to the east side of the property and it was decided that apartments would be a good buffer between single family homes and an existing trucking firm across the street. Rough grading was completed and wheat was planted on the property to maintain the soil during the winter months (98-99). While the corporation was set up as a "for profit" corporation, you will find directors pulling fences or driving a tractor to level the property. Directors serve without pay and donate many hours to this worthy community property. Lower cost interest rates have been obtained for the infrastructure improvements to the second subdivision. The entire cost of the development is bore by the corporation and not the village taxpayers. This is a long term project has become a model small town success story. We have inquires from various organizations asking the details of how our small town has been able to see new home growth without tax support of outside grant funding. The fact of the matter is that Mead typically falls short of the requirements for Low - to - Moderate Income housing grants and that avenue is just NOT available to us. The subdivision has been listed with an Omaha Realtor - NP Dodge. The Board felt that the market was in Omaha for this property. Many families seek to escape the crowded city for the more relaxed lifestyle found in our "town of friendly people". Everyone who has bought property at Mead Development (both 1 & 2) Subdivisions have been from out of town. Promoting the project - To help promote the sale of these lots, information has been provided to the pre-manufactured home sellers in Omaha. While pre-manufactured homes are allowed in the second subdivision, covenants have been added which would restrict the style and construction of the homes. Additionally, a web site which is linked to the Mead main page has been added giving some of the details about the property. Visit Mead's web site. Additionally, a PCV sign was place on the northeast corner of the property showing the outline of the plat map and naming the subdivision. The sign was constructed by Bob Hannan, local contractor and President of Mead Development Corporation.
