A special meeting of the Mead Planning Commission was held December 22, 2003.  The meeting was called to order by Chair Pat Hannan at 7:30 p.m.  Members present were Pat Hannan, Connie Schliffke, LeRoy Nelson and Jody Weible.  Those absent were Cecelia Scoles, Billie Shook and Melissa Koncecky.

Pat and Melissa attend the Village Board meeting where the Board decided to change the city ordinance to allow for the raising of pigeons.

The first order of business was a building permit for Aaron and Kari Carritt, Lot 5, Mead Development, 2nd Addition. The building permit was amended by phone call to include the driveway and a 6’x8’ by 6’ high cyclone fence dong kennel on a cement slab on the back of the garage.  The Carritts request a variance due to the curve of the cul-de-sac where their lot is.  The house cannot meet the required setbacks in the front yard.  In reference to 11-603 A. 3: Variance Requirements:  Where one or more of the following conditions exist, the board may authorize a variance if it makes specific findings that by reason of B: shallowness or shape of a specific piece of property at the time of the enactment of the zoning regulations.  Motion to disapprove the building permit for failure to meet setback requirements and recommend Board of Adjustment approval of a variance was made by Connie with a second by LeRoy.  Motion carried all ayes.

2nd order of business was a building permit for Wayne and Kim Thorson, 920 County Road M.  Called for clarification of the building permit drawing submitted.  The house additions are approximately 600 square feet on the south side of the house and 600 square feet on the north side of the house connecting the garage with the house.  All set back requirements are met.  Motion was made by Connie to approve the permit with a 2nd by LeRoy.  Motion carried all ayes.

Bob and Pat Hannan pulled a permit to reconstruct the deck on the south side of their home approximately one and one-half years ago.  The work was never started.  As has been procedure in the past, since the permit fee was not refunded the Planning Commission recommends with a motion by Connie and a 2nd by LeRoy waiving a new fee for reactivating their permit.  Motion carried with all ayes and with Pat abstaining.
