Minutes and Ordinances, in their entirety, may be viewed at the Village Office during regular business hours). Posting at the Bank of Mead, US Post Office, the Village Office and all members of the Board were provided notice in advance. A regular meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held 1/13/04, 7:00 pm, at the Village Office. Present were Chairman Mongan, Trustees Howell, Leifeld, Raver and Swanson. Also in attendance were Clerk/Treasurer Moline, Police Chief Carlson, Utilities Supt. Haag, Librarian Kuhr, Planning Comm. Chair Hannan and Billie Shook. The minutes of the 12/10 Regular Meeting and Treasurer’s Report showing a total checking/savings balance ending 12/31 as $327,814.80 stood approved. Motion by Raver, second by Leifeld to approve the bills of $11,933.74 for payment. RC: Yes-all, carried. Bills being:
CLERK REPORT: Moline reported on utility accounts, meters, NMCI School, park restroom award money, homeland security funding request, ordinance update list required from 2002 legislation, and invoice to local business. UTILITY SUPT: Haag reported maintenance at the well house, blower at the sewer plant and required state reporting. Motion by Leifeld, second by Howell to approve repairs for $3,400.00 at the well house. RC: Yes-all, carried. BOARD OF ADJUSTMENT: Motion by Raver, second by Leifeld to enter a Board of Adjustment at 7:20 P.M. RC: Yes-all, carried. Members in attendance were Mongan, Raver, Howell, Leifeld, Hannan. Motion by Howell, second by Leifeld to approve Resolution 03-06 to permit a variance to Aaron and Kari Carritt to place a home at 19 N. Third Circle. RC: Yes-all, carried. Motion by Mongan, second by Raver to return to regular session at 7:25 p.m. RC: Yes-all, carried. PLANNING COMMISSION: Minutes of the 12/22 Special Meeting were reviewed. LIBRARY REPORT: Kuhr reported on budget items. Motion by Mongan, second by Howell to enter executive session at 7:36 p.m. to discuss personnel. RC: Yes-all, carried. Motion by Mongan, second by Raver to return to regular session at 8:50 p.m. RC: Yes-all, carried. NEW BUSINESS: Mongan introduced Ordinance 537 ANIMALS: Banned from Municipality for first reading. Leifeld introduced Ordinance 538 FOWLS: Running at Large for first reading. Motion by Mongan, second by Swanson to appoint the following to the Board of Health: Village Board Chairperson, Chief of Police and Mary Miller. RC: Yes-all, carried. Motion by Leifeld, second by Howell to waive the Community Bldg. rental fee for the Mead Junior Class for the Jr.-Sr. Prom to be held 4/17. RC: Yes-all, carried. First reading of Ordinance 539 will take place 2/10 to increase variance fee to $100.00. Swanson notified Board that he was resigning as the person responsible for students displaying messages on the marquee located at Mead Elementary School. He requested an article for the Newsletter. Motion by Mongan, second by Howell to reduce Police Chief hours to 20 hours per week beginning March 15. RC: Yes-all, carried.
